BILL OWENS
Former U.S. Congressman Bill Owens is a Senior Strategic Advisor with Dentons headquartered in Washington, D.C and also returned as a partner to Stafford, Owens, Piller, Murnane, Kelleher & Trombley, PLLC in January 2015. As the federal representative for New York’s 21st District (previously 23rd) for five years, Congressman Owens developed a deep understanding of issues directly impacting his constituents, including matters related to U.S.-Canada trade, health care and agriculture.
While in Congress, Congressman Owens served on the Agriculture Committee, Armed Services Committee, Homeland Security Committee, and Small Business Committee. In his final two year term he served on the exclusive House Appropriations Committee including the Subcommittee on Defense and the Subcommittee on Homeland Security. Congressman Owens authored five pieces of legislation that were signed into law during his tenure in Congress including three provisions included in the 2014 Farm Bill that had a direct, positive impact on the lives of the farmers in his district. Congressman Owens served as co-chair of the House Northern Border Caucus with Congressman Kevin Cramer (R-North Dakota) which coordinated five northern border events in past three years in both Washington, D.C. and New York’s 21st congressional district.
During his service in Congress, he was appointed by Governor Cuomo to the North Country Health and Systems Redesign Commission. While in Congress, he was appointed by the Governor as a panelist on the Delivery System Reform Incentive Payment Program (DSRIP).
The Congressman was also involved in the waiver application by New York State to CMS, which resulted in the availability of $6.5 billion for distribution under the DSRIP Program.
Prior to serving in the U.S. House, Congressman Owens was in private practice in Plattsburgh for thirty years, and prior to that served for four years in the United States Air Force as a JAG officer.
